How do I incorperate a webcam into my webpage?

If I have a USB webcam on my Ubuntu server, which is also hosting my webpage, how do I go about getting the image to show on a webpage?

Is it any different if I was using an IP cam?

I don't actually have the cam yet, I'm just doing some research first.
