On my forums, when you try and edit your profile, or other's profiles as admin, you get a 403 FORBIDDEN error.

You don't have permission to access /forums/index.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
I've tried to change the permissions with File Manager and Legacy File Manager via CPanel, and it told me:
Operation not permited
I then logged on as the reseller/root account and still couldn't change it! Something must be wrong...
Why can't I change the permissions?
I think I know what it is, there is an index.php file with 777 permissions, but there is also a index.php~ (I presume it's one of them temporary files) with 666 permissions. Could my PHP be reading that file instead?
As well as this, there are also other 'problem files', with this same problem.
Is there a solution? If there isn't it's a goodbye to my site...
