IE - Tools - Internet Options - Security Tab - Custom Level - Activex Controls and Plugins - Initialize and script activex controls not marked as safe for scripting

Is their any way to Enable/Disable above option using javascript

No. No way. It is illogical to presume that you can use a language to enable/disable itself.
