Need website coded - video content site

Hello Everyone

I am looking for someone to code the website that I have designed (I have sketches I will scan). It will be video content uploaded by member users (not adult material!).

Technical needs:
Conversion from uploaded format (H.264, SD) to .flv format (ie: FFMPEG, GD Library)
Search catalog
User Control Panel (PM and notification preferences etc.)
Ability for video and description to be indexed by search engines
Compatible with mobile devices (ie: Flash Lite 3)
Flash Player – menu options for embed code, video link, send video
Member sign up, log in, log out
XML scroll list
MySQL

I can answer questions more fully via PM. I can use Paypal. I would like to see links to other user video content sites created/coded, and hearing about any insight regarding setting this up. Please include project timeline estimate too.

Do you have access to the server? ffmpeg needs to installed if it isn't already installed. Only way to do so is if you have server access.
