Hi. Users have tried to give me 'Positive' reputation (I hope) and their reputation turns out neutral.
Why does this happen?

Why does this happen?My guess is that there are som cutoff values for when it's possible to give reputation, and how much, and the users in question were below those cutoff values. What are the cutoff values? I have no idea.

But I really don't think it's fair.
All users should be able to give pos/neg reputation.
