Seeking: news displayer with ability for reg. users to comment/rate

I'm currently seeking something similar to what slashdot.org has on their website - a kind of community thing that's not just another forum like UBB or anything.

it's a discussion area, where the first few lines of a post are displayed on the main page, a thread can be rated etc. with user and admin areas.

can anyone help me with this?

It would have to be free, and not neccesarily feature-packed, as i would be willing to alter and modify it for my own needs. just something simple that has the main page area sorted....

Do you have access to MySQL or another DB type or are you looking for a flatfile option?

Regarding your question, I have mySQL support at my host but since it's a tiny application i'm wanting to use it for I figure that a flat-file database would suffice (sometimes in the past i've used scripts with bells and whistles, the lot, but half the features I never used!).
