no, unfortunately dreamweaver only does what it thinks you want. You can drag an image over the other image but it will just place them next to each other. I dont buy into thier design mode, only for a quick fix or finding something.

The only thing you can do is use css to adjust the image over another one. You can also right click on it and choose "CSS styles" and then position it with code.

Don’t use/rely on the design view of Dreamweaver! That’s not a browser and will not show you proper results. Rather, you should write HTML and then check in every browser after each step. That way you get proper results.

In fact, you shouldn’t rely on any editor’s design view – unless you’re happy with an amateur website that really works in no browser. Learn and write HTML by hand, and check in a real browser, not a crappy design view of some crappy editor.
