Best Platform for building Web proxy?

Hi,
I would like to know what platform is good to build a bypass web proxy. Do i need to know anything abt PHProxy or CGI in case i need to install using these and also could you recommend any web services i could use or source codes avaialble in .NET framework or any other language???

There is one in PHP, called PHProxy, although I believe it is no longer supported by the developer.
