best tool for the job??

I'm an embedded programmer but need to code up a web application.

It's basically a calender which users fill in a regime, like perhaps an exercise regime. It then displays it nicely.

I've been looking at javascript, but are there any preexisting widgets or toolkits that will make this easier for me? With the interface, is there an equivilent of the visual basic / c++ builder that will give me an quick and easy way to build it before adding the code behind the scenes?
