How to make pop-ups in the same window

I would like to know the coding to make sort of a pop-up but it does not open in a new window or tab.

I need to have it so when you put your cursor over an object or text, it makes a title that has multiple lines and you can click on it and then it expands the title box giving more options

a good example of what i need is here:

when you put the cursor over the little red star, the option pops up then you can click on it

No, I don't understand. The only "little red star" is by Denver and has an ordinary tooltip.

ya, the star has a white "A" and is just to the lower left to Denver
is what appears when you hover over it called a tooltip, nothing else?
and still need to know how to have a link added on to it and more options to appear when clicked
