How I open a webpage(url) in a webdesign program like Dreamweaver CS3 , without knowing the password(hosting), open on the fly ?

I mean If I have a URL not mine and want to view it in dreamwever rather than in browser, and make edits/copy it, in some ways ?

You'll either have to save the page out of your browser (File --> Save As...) or copy and paste all the source code into a new Dreamweaver file, save, then edit.
