Running OSX programs in Linux or Windows with cygwin

If not, anyone know a good OSX emulator for Windows? Something that won't fry my OS please...

You can run Windows in an emulator on OSX; you can also run Linux in an emulator on Windows; or you can run Windows in an emulator on Linux; or you can install Linux natively on a mac.

But ... there is no such as a PPC emulator for windows or Linux; sorry - you can't run OSX programs on an intel machine.
