How would i code a clean cms

I am trying to code a PHP/MYSQL cms which uses minimal php code.
Iv designed but not coded the back end, I have designed pages lke Add / Edit / Delete info.
I have not started to code the front end, but its pretty straight forward.

Im looking for someone to help me code the front end with me, We will communicate through IM and the site is for a previous well known site (which was shutdown)
