table border

hey i have my table
<table width="200" cols="0" rules="none" border="1" cellpadding="0" cellspacing="0" bordercolor="#000000" frame="0">
<tr>
<td>test</td>
</tr>
</table>



but it only makes the bottom and right hand side of the tablke black the top and the left is grey.... how comes :S
