Problem creating scrollbox on top of image.

I've searched all over for a code for this, but what I'm trying to do is situate a scroll box over the square area in the center. My script so far is pure html/xhtml and I'm also (being um... rusty with CSS) having a ton of trouble starting a style within that HTML which can include the scrollbox and the mapping for it.

Help please?!
