Hey,

Basically on site i want is to allow people to upload Pictures, & Videos, File Hosting.

Those files can be downloaded as well..

Video Formats: flv, asf, wmv, mov, & all basically.

A site Like Youshare.com

You can get sample free code for uploading from w3schools.com and just customize it to suit your need.

You can customize joomla /vbulletin . But there is no way you can figure out whether it is porn video or not.

Having a word array and checking that can help filter out a lot of unwanted files. Just have to know what variations of the words are used.
