i always get stuck with this kind of question please help me and answer this problem for me. so that i can use it as a guideline.

year or not. Leap years have 29 days in February. A leap year is a year that

is divisible by 4, unless it is also divisible by 100 but not 400. For example,

2003 is not a leap year, since it is not divisible by 4. The year 1900 is not a

leap year as it is divisible by 100, however the year 2000 is a leap year,

because it is divisible by 400 (as well as 100 and 4). Produce an error

message if the year value is less than or equal to 1582, which is the year our

current calendars were adopted.
