Roll-Over Image Problem in IE6

Why is it that in IE6, when I roll over the link "GRAPHIC DESIGN", the footer moves up the screen? Can anyone please help? Thanks!

Why don't you intergrate the footer into the background image (or whatever it is) and then do something from there?
