internet connection sharing

Iam unable to find Microsoft Internet connection sharing (ICS) option in my Control Panel -> Add or remove Programs-> Windows Setup.

From Where can i download it?
If it is already enabled in my system, then where can i find it?

Go to your "Network and dial-up connections" folder, right click on the connection you want to share, then choose "Properties" and then the "Sharing" tab - that's where it is

this means i dont have Microsoft ICS.

I am using Windows98, but didnt find Internet Connection Sharing. where I can find that.

It's not a tab, it's a checkbox. It's located in add/remove programs => windows setup/components => internet tools (or thereabouts)

Once you check the box you'll then go into a setup wizard type thing.

Internet Connection Sharing is only available in Win98SE and above. It works, but is slow. You are much better off investing 50 bucks in a router (linksys BFSR11 or something similar)
