Creating An Online Avatar Community.

So, recently on the internet I've been sitting here kind of staring off into space, feeling like I've tried everything. I needed a challenge, a place a frequent is online avatar communities. So I thought, why not make one? Thing is I haven't the first clue as to how. I've googled and searched but I can't find anywhere that would give me any sort of lead. I am proficient in HTML and Graphics, I know HTML probably isn't the coding language I need, but I don't know which one I need to learn to even start on this. So basically need some one to point me in the right direction, is there a tutorial or program somewhere for this? Or what code do I need to research and learn?

Thank you for the links, not exactly what I am looking for though, those links were making avatars. I want to build an avatar community, for an example you can search gaiaonline, and that is what I am trying to create. Something like that, to a lesser scale though, because gaia has been around since 03. ^_^
