What platform?
What input variables will there be?
What will the scale be? (1 intersection? 1000 intersections? 1 vehicle? 1,000,000 vehicles?)
Graphic interface required or text output acceptable?

Besides the fact that you can't pay for an assignment $100 seems way too low for something like this.
