Is there any browsers out there for Windows that run off of the KHTML engine?

im pretty sure that konqueror (http://www.konqueror.org/konq-browser.html) uses the KHTML engine...

The only non-linux KDE browser I know of is Safari for OS X

Actually you can run KDE on most Unices and not only on GNU/Linux.
Konqueror is free software,so you can port it to Windows if you want.Kinda like Apple did,but Mac X is a Unix too and has X so that was easy.Otherwise you can try running it with some emulation software.

Yeah there's plenty of that - I use VMWare (http://www.vmware.com) to run linux, specifically so I can do browser testing in konqueror.
