Play flash video over excel program

Is there a way to play a flash video on top of an existing program, like excel?
I would like to have a 'help' or 'more info' button on a spreadsheet and when clicked, a video plays on the spreadsheet.

I suppose you could set it up so that excel links to an external webpage on your site, and loads a video on excel? I bet you can get a link in there.
