I often get stuck trying to decide what my site will contain, how do you guys decide and can you give me any ideas?

First I sit down and think of an angle. Do I want a factual site - ie how to do something and then go from there. Or do I want a site with games and jokes in etc.
Once you have an angle content is usually forthcoming. Thing is not everyone will appreciate your content. But most will as long as you stick to the angle you have. Ie if its a factual site don't add a funny pictures section. If its a joke site don't add information about how to use a piece of software.

That sounds to me like a reverse approach.
Starting point seems to me the wish to convey information to other persons, then decide which medium would be most appropriate for it; if internet is chosen, a web site would be the next step.
Begin to ask yourself questions like:
What do i want to convey to the world?
What's the purpose, the goal of this web site?
What kind of people do i expect to be potential visitors?
