when you hire a web designer to do a page for you do you have to come up with what the pages will say? Like on the home page, will the web designer write the content for you? What if I take on a job and don't know enough about the persons business to accurately describe it? Is that my job anyway?

If a business (client) asks for a website, they will need to know the
purpose for the site. Why have a site that doesn't convey the information
they need? If they cannot accurately describe it, or don't know what to
say, don't do the site. They obviously aren't ready for a website.
They should even go as far as providing you with the content in an email
or text file so you can cut and paste THEIR words. They should also provide
any special logos or graphics that reflect their business ... scanned from
paper brochures, or created by a professional graphic artist.
Your job would be to do the actual XHTML/CSS/PHP needed to put their ideas
and content into actual web pages. You could also give them the ability to edit
content on their site by using PHP (dynamic pages).
