Water Slide Decal Software Info.

Water slide decals are the same thing that are found in plastic model kits. I would like to make my own using the same transparent material that has a paper back on it. I'm new at this so maybe all I'm looking for is a graphic program that will let me draw my own ideas and transfer them to a program that will let me print them on the kind of paper I have or any other paper for that matter.
