open base restriction

Does anyone know how to fix this issue? I am using plesk and apparently I can't load information from my subdomain into my home domain because the directories are restricted.

Example:

My homepage directory
/var/www/vhosts/domain.com/httpdocs/

Can't read my subdomain directory
/var/www/vhosts/domain.com/subdomains/forum/httpdocs/


I do have shell access I just don't know what to do and my gay host won't tell me unless I pay them 70$.

I don't know plesk but if you don't get an answer, you can try to use ftp.
I think you have ftp access, so backup the domain and upload to subdoman, :) Before that you must look to your bandwidth.
