keyboard delays

When I'm typing an email or a letter on my computer I get a delay about every 10 seconds that last for about 3 seconds. In other words about every 10 seconds the computer is about 3 seconds behinds my fingers. After the 3 seconds it catches up but then pauses again about 10 seconds later. This happens when I'm using my mouse also.

Any Ideas?
