How can i send an email in html format n get info about when it was read using PHP or some kind of programming

HTML requires a content type setting in the header paramaters:

Hmm, as for tracking read notification, the best I can think of is to develop an access based image script, where you send a specifically linked image as a part of the body unique to this email so that it can be flagged from your site as read. Note as well, that most email clients will by default shut down remote image linking for purposes just like this.

To my knowledge, there is no way to force the browser to do anything like that (read receipts, force images, etc). That is why I suggest that the image be used.
Now, there are ways to force them to view the image if they want to view the message. Generally, I don't consider doing such (I stick with accessibility where I can), but you can put all the text you want as a part of your image creation, and that will make them enable their images for the email in question. That image script can be used to determine if its already been viewed, and voila, auto receipt read :D
Now, if you are not considered a 'trusted' site by the viewer of the email, it will result in them not showing their images and likely to never view your site again.
I would suggest embedding a simple image that is created and unique to one specific email and stored with a database control. This will track the read if they allow it. I would not suggest making it so that they have to view the image, but that is a loss that you have to be willing to take.
Find the middle ground, what you can do to give yourself the outcome you desire, while still maintaining the best interests if the users. If you don't keep the users best interests as a top priority, they will lose interest in you and without the users you have nothing but data bottlenecking the internet. Be willing to compromise, you may need to go without the read receipt sort of ability completely.
