Is there a way to do this javascript?

I am attaching an image (gif) which I got a screen shot from a Flash demo. If you see this image, there is a lighter blue box with a heading "suggested terms". In the original Flash demo if you put your mouse on the double arrow, then the text will scroll. Can I do some thing like this with a javascript or DHTML?
