Jacked Up Positioning of Divs

I'm trying to well . . . get the website the website to function properly.

now what you'll notice is that unless you have at least 1280 x 1024 screen resolution, the bottom image is in the middle of the page. Also, if you resize the browser window, the bottom image moves with it.

This is because I have the 2 central divs in a container div with the bottom image attached to the bottom of the container div. The container div is given a height of 100%.

I understand why it adjusts with the browser window but basically I'm hoping to find out if there is a fix for this?

Nevermind . . . I just ended up dropping the old table system into a div to get the effect I need.
