1) Project Details: (be as specific as possible): I unfortunately can't provide details until I see your portfolio and resume. All I can say is it is a web tool which entails drawing of data from google search api, comparing data to data submitted by user(via url, so extraction of data from url is necessary) then the results are posted to the user...
that is the simple of it, its not quite that easy but a php programmer with 2-3+ experience should have no trouble doing it.
2) Payment Amount: $1000-1500
3) Payment method/ details (Paypal, check? Timeline?): Paypal is preferred however I will use Escrow if you will use a service such as RentaCoder... if you want that protection that is fine.
