some letters. Job titles are whatever the employer or employee wants them to be, they generally give an idea of what the person does, but differentiating between titles is often impossible, just because different people give things different names

Developers develop or create something. If what you are creating involves a programming language, you are a programmer (or you need a programmer) to do the creating of what ever is being developed.

There are two types of programmers - developers and maintenance/support programmers. The first group create the programs and the second group keep them running.

I think it like this:
Developers come up with the idea for the program
and
Programmers make the idea actually happen.
Of course, often a single person is a developer and a programmer, but you usually go in those two stages. You get your idea and maybe map out a database or something then you code it.

Developers covers a wider range of jobs. For example artists can be seen as developers and part of the development team, even if they can't write a line of code. Without them we would have to make do with "programmer art", a scary thought.

I agree with ghell - I think of developer as a more general title - for someone who likely does at least some programming - but also things like CSS and HTML that are not usually thought of as programming.
