I prefer and use the one found here: http://www.faststone.org/FSResizerDetail.htm
They also have some other useful tools.

if you use photoshop.... use action script and batch processing.... You can record your actions in the action pallete and then go to file menu and automate - batch processing.
Hope this helps

Maybe A List Apart (http://alistapart.com/articles/magazinelayout)'ll come to the rescue.

I actually love Irfanview, for many things besides batch processing. www.irfanview.com

there is a too much simple Action of photoshop if you know how to use photoshop you can easily use it.
( you can edit or change my Action file ".atn" )
First download my Photoshop Action file (.atn) when you double click on it this will open photoshop.
( YOU MUST HAVE INSTALLED PHOTOSHOP IN YOUR SYSTEM )
Please follow this step:
1) create 1 folder on Window Desktop "images".
2) open all images that you want to resize .
3) press "F2" keyboard shortcut.
now check your images file "size" and "dimension" if ok
then Repeat step 3 "F2" keyboard shortcut on all images
this will save and close your image without changes of your real image :)
PM: This mean if you have 250 images you need to press 250 time to hit "F2" shortcut key :)
Attention! Don't press "F2" key whenever first image save and closed always wait else you will be hesitate :)
Please don't hesitate to ask me any question if you have . Ask me I will give you answer with my pleasure.

3. Look at "Top, Right" corner then click on "Arrow" then click "Load Actions..."
4. Load "Resize to 48 by 32.atn".
