No. :)
Not even with Vapochill cooling. Your overclock on such a chip would depend on whether it was Intel or AMD (unlocked multipliers) but either way 1.4GHz would be well out of reach.

on average, how many mhz would you be able to overclock a cpu?? either pentium or amd. 100mhz??

P4's can go up pretty high. I got 3.0 out of a preproduction 2.66 with 1.65v core (although it was closer to 1.625 I think becuase of the voltage sag). It doesn't run that cool (air cooling only) but it probably still has some OC headroom left on it...

Let's just say that the time you'd get your proccessor overclocked, is the time you are looking into upgrading.
A P100mhz will overclock to about 120mhz, which is alot for itself, and that's with a huge heat sink and an asus mobo.
That's what I did in my class. (We then installed Red Hat Linux)

i saw this show where they overclocked the new 3.06 pentium 4 w/ liquid nitrogen to 4.2 ghz! it was pretty cool.

Yeah, a read an article about one that was overclocked with liquid nitrogen.
