Online Radio Station

Can anyone tell me how i could create an mp3 playlist (i.e online radio station) which would pop up and therefore allow people to contiune surfing the net.

I want to make it so that you can't restart the playlist everyone listens to it at/from the same point.

I use
ShoutCast (http://www.shoutcast.com/download/)
from winamp. I just started using it so I am not sure about your second question.
