This isn't really a HTML/CSS question. Moving to General Web…

Yes, It make managing your site really easy.

I have used Drupal and Joomla.

Only problem is If you do not know any html/css/php then you may find it hard to customize the site.

I've used Joomla and have found that the documentation on customizing isn't exactly simple.

So I gave up & made my own. Drastic, I know.

developing your own basic cms isnt that hard if you know a little server side coding (such as asp or php), sql, html, css, and maybe some javascript (or vbscript if your only users will be on IE) for form validation prior to submitting the form with the updated content.
