i know that the most commonly used file types for the web are JPG and GIF, and that PNG's still new but it's (supposedly?) pretty good. But what on earth are TIFF and WMF and Targa and EPS and RAW and SCT for?

TIFF - http://www.dot.co.pima.az.us/gis/webdev/tiff.htm
WMF(windows metafile) - Vector graphic
TGA(targa) - a common denominator lossless image format
EPS(encapsulated postscript) - http://www.flaginstitute.org/fieepsimages.htm
RAW - unprocessed bmp?
SCT -
