Using OEM keys for things that aren't OEM isn't any more legal than just pirating them, so save your $40 and do that.

OEM software to be legal MUST be preinstalled so as a minimum it must come with a hard drive. Usually OEM software comes as part of a package that includes a complete computer.

An OEM licence is worthless if the software did not come preinstalled on hardware since part of the licence conditions are that it is only allowed to be run on the hardware it came with.

The only thing required (that I know of) for OEM software is that it must be purchased with an applicable piece of hardware, such as a CPU, hard drive, or motherboard. It must be a system component, not something like a keyboard or mouse. I've been using (legal) OEM copies of Windows for ages, and haven't heard anything otherwise.
