This page has a registration form, but on the options that are drop down, they won't drop down? What do I need to do to fix that?

I recommend validating your markup - http://validator.w3.org/check?uri=http%3A%2F%2Fwww.foodprotect.org%2F2008Biennial%2Findex.php%3Fpage%3Dregistration.html&charset=%28detect+automatically%29&doctype=Inline&group=0
There are doctype and some form errors that are causing the incorrect operation. All 22 of the reported errors should of course be corrected.
The most serious of the problems are that your doctype is not present at the start of the page. There is a doctype present about 1/2 way down on the page, probably due to included content. The other thing that is probably preventing the form from working is there are several elements with the same id and they cannot be referenced properly.
Edit: Ummm. I just forced the XHTML STRICT doctype that was present down in the middle of the page and there are 142 validation errors.
