comments board

Hello,

I am in the middle of building a website and I was just wondering how a comments board works, what is envolved etc. maybe some guide lines or links to some tutorial/article?

Also I'm not really sure about if it needs coding in css to make it look good or if there is something else.

I also don't know if I have wrote this in the right part of the forum?

they are using http://wordpress.org/

it's a content management system. blogging packages have a comment area built into the scripts. styling is up to you with css if you want to change the defaults.
