I am wanting to make a Contact Me style form so people visiting my page can send me a message if they wish. I am new to this type of thing and really do not know how to go about adding the feature. I know that i am going to need a server side language for the best results, but will this force me to make my entire site into, say PHP? Or is this simply linking from my exsisting .html to a .php?

You can have a html page send the form to a php script which could give a redirect as a html page.(the extension is irrelevant (http://d9r.com/webguide/contentnegotiation))
Often your provider has a formmail script you can use or there are plenty to be found on the web.
