i need some advice, basically can the following be achieved using C#?
whats the easiest language i can use to do the following? i.e. C++ java C#???
Im not exceptional when it comes to programming tho so i need something that is easy to understand,
I will need to develop a software that enables mailing lists to be automatically updated by analysing bounced and rejected emails.
Its a task for my workplace and help would be greatly appreiciated. :)

"Easiest" is subjective, and will vary depending on what previous experience you have, what environment you use, and if the company is willing to spring for a decent IDE.
I would never try to code C# without Visual Studio.
I prefer C# over Java by far, but if I'm on a budget or need free stuff, that's what I would use. Java is free and has a lot of free/open source tools, such as Eclipse, for it.
If I need to access anything that is a "windows thing", such as Exchange or Active Directory, I'd beg, scream, and cry for VS/C#. Java is meant to be cross-platform, and trying to do anything "windows"-y with it (for lack of a better term) is a nightmare, in my experience.
so C# is the best language to do this task for a "newbie" programmer like myself?
the plan is use sql as a database to store information and im thinking of doing this task so its can be web based.
am i going on the right track?

C# or C++ would be your best bet. I agree with what nikkiH said, don't go Java for this. You can download C# or C++ Express for free from microsoft.com, either of which will allow you to create your solution.
I am a little confused about your situation, though. Your company assigned someone with no programming knowledge to tackle a task like SQL and a high level language?

You can get Express editions of .NET developer tools for free from microsoft.
