I am looking for software that you submit a big url and it creates a shorter. Open source and paid or free. Can anyone suggest me the best program available for the purpose?

I have one more best and easy option For You..
There are quite a few on www.urlchop.com - I haven’ tried any to recommend though.

basically arent all those systems just a database version of the full url linked to a short query string?

I use the tiny url creator add-on for firefox. It's free and esy to use.
