<SELECT name=VendorID>
<OPTION value=""
selected>Any line</OPTION>
<OPTION style="font-size:10px;" value=1>Blue</OPTION>
<OPTION value=2>Red</OPTION>
<OPTION value=16>Yellow</OPTION>
</SELECT>

That will make the size smaller in the drop down list, but once you have selected it, it will go to the size of the <select>. You will need to use javascript to change the size of the <select> once blue is selected.
