I am making a site that offers free templates. I need a content manager that will allow me to upload the Zip file, a screen shot of the template, the url of a preview site, and other things like category, day added. All this will be uploded into a database. Then i need it to be called from the databse and placed into the showcase area of my site.
any suggestions for a content manager or other solution that will meet my demands will be greatly appreciated :)

What web server will you be using? If you are using a commercial web host then a PHP environment (often using an Apache web server on a Linux computer) is usually cheaper than an ASP.NET/Windows option.
I know little about PHP and Apache and Linux but if your budget can stretch to it then I suggest using the free DotNetNuke content manager on an ASP.NET platform.
If your site gets large then the database server may also become an issue. SQL Server Express (free) can only host a 4GB database. After that SQL Server is quite expensive. MySQL is free but I don't know its limits.

ExpressionEngine (http://expressionengine.com) rocks my world on a daily basis. It's the bees knees. It's the root's fruits. It's the neighbor's favor. It can do everything you've described above, out-of-the-box, no hacking required.
If you're not making money off of the site the license is free.

I'm currently trying to get ExpressionEngine working but have no clue how to set my permision to 666 & 777.

You can usually do that via your FTP program, or via the command line if you can SSH into your account. The EE forums are a good place to go for EE-specific installation questions.
