Huh? I don’t quite get what you are saying… “fantastic good loking” is a pretty subjective term and can mean anything. You have to be a little more specific as to what you’re looking for.

For starters I can recommend to look at and study http://csszengarden.com thoroughly.

I mean is it possible to make a beutifully deisigned easy to use website out of purely HTML/CSS

Is that better?

Yes you can. I'm thinking you are thinking about javascript, i dont like JS and use it VERY little.

But to make it even better you can use XHTML/CSS or if your server supports PHP then PHP/XHTML/CSS

Yes. Why wouldn't it?

Maybe he has seen so many websites that use JS that he thinks that to make a website look good it needs JS.

csszengarden.com looks okay without javascript.

Or maybe he’s actually thinking of the functionality of those AJAX sites (which also happen to be well designed in may cases) that he wants to achieve with HTML and CSS only? If that’s the case then the answer is “no”. JavaScript and a serverside language are responsible for fancy effects regarding functionality.

But still: Unclear questions can’t be properly answered.
