You could do anything onMouseOver,

Css filters, change the dimensions of the image, change the border color or size.

Lots of possibilities.

I'm not so sure about which kind of effect that you want, but there's a web site called www.dynamicdrive.com, where you'll find a lot of scripts about onmouseover images and so on, furthermore they will explain all the steps necessary to set the script inside your page.
This site really worths to be visited, I have no doubts that you'll find something interesting to use in your site.
