How to make "new" window a particular size...

Is there any way to make a pop up window 400x300 pixels with no scroll bar?

I'm working with existing PHP code that can be pretty volatile, and would prefer stay away from javascript if possible.

you can not do what you need with out javascript. php is a server side and what you want is client side so javascript is the best thing for you.
