Do you know if its an onboard sound card or if its a standalone sound card? The issue sounds simple enough (no pun intended), it seems like you don't have the drivers for your sound card. This is usually normal after reformatting. Now you just need to find the manufacturer of your sound card and go to their website and download the drivers. If its an onboard sound card you need to find out what chipset you have for your motherboard and then find the drivers for that.

Astra32 (http://www.astra32.com/) is a trial program that should tell you all you need to know.
